Education Programs for Children with Disabilities [SPSC]; Revises provisions relating to the John M. McKay Scholarships for Students with Disabilities Program. Authorizes the Commissioner of Education to deny, suspend, or revoke a private school's participation in the scholarship program if the owner or operator of such school has operated an educational institution in this state or another in a manner contrary to the health, safety, or welfare of the public, etc.
