Liability Releases; Redefines term "nonspectators" to include minor on whose behalf natural guardian has signed motorsport liability release; provides that motorsport liability release signed by natural guardian on behalf of minor participating in sanctioned motorsports event is valid to same extent as for other nonspectators, etc.

Effective Date: Upon becoming law
