School Speed Zones; Creates "Shaye Patrick Martin Safety Act"; establishes transitional speed areas before & after slowest speed in school zone; requires installation of vehicle speed cameras in school zones to record images of driver & license plate of motor vehicle exceeding speed limit; provides for such cameras to be included in DOT's uniform system of traffic control devices.
