State Universities; Redefines term "continuing contract" as it relates to construction costs in order to increase certain cost thresholds; authorizes university boards of trustees to establish renewable energy fee under certain circumstances; limits use of fee; establishes renewable energy fee committee; provides for referendum on continuing or discontinuing fee; authorizes university to reestablish fee, etc.
