Blood Establishments [SPSC]; Prohibits local government from restricting access to or use of public facilities or infrastructure for collection of blood or blood components from volunteer donors based on certain criteria; prohibits blood establishments from determining price of blood or blood components based on certain criteria; revises definition of term "wholesale distribution" to exclude certain drugs & products distributed by blood establishments, etc.
