Motor Vehicle Load Weight Limits; Requires specified scale tolerances to be applied to weight limits for vehicles on highways that are not in Interstate Highway System; provides that specified tolerances do not apply to cranes; provides for determination of fines for violations of total gross weight limits; revises conditions under which vehicles in violation of specified gross or external bridge weight limits must be unloaded; etc.
