Legislative Apportionment & Cong. Redistricting; Proposes repeal of s. 16, Art. III & creation of s. 10, Art. II of State Constitution to replace existing provisions for legislative apportionment with new standards for legislative reapportionment & congressional redistricting; provides for creation of nine-member commission to prepare apportionment plan for state legislature & redistricting plan for congressional districts.
