Attorneys' Fees in Workers' Compensation Cases; Provides that finder of fact & law is not bound by provisions of state law relating to provision of indemnity or medical benefits for employment-related accidents or injuries when awarding attorney's fees in cases involving first responders; requires that finder of fact & law consider certain factors when awarding attorney's fees in such cases; provides statement of important state interest.
