Review/Department of State; Reenacts provisions establishing DOS; assigns various duties of Secretary of State to DOS; revises application requirements for notaries; requires notary applicants to complete certain instruction; authorizes certain persons or entities to offer courses for required instruction; revises provisions for deposit & use of notary surcharge; provides penalties for applicants who submit applications containing certain statements, etc.
