Education Personnel; Revises provisions relating to teacher preparation programs, school district compensation & salary schedules, appraisal of education personnel, & educator certification requirements; requires school districts to develop & implement end-of-course assessments; creates Performance Fund for Instructional Personnel & School-Based Administrators; provides employment criteria for newly hired classroom teachers, etc.
