Motor Vehicles; Creates "Highway Safety Act"; revises provisions relating to aggressive careless driving; defines term "road rage"; revises provisions for driver improvement schools to collect fee from certain persons taking basic driver improvement course; requires person who is at least 16 but less than 19 years of age to complete basic driver improvement course & complete 50 hours of behind-the-wheel experience before being issued driver's license, etc.
