Pretrial Proceedings; Creates "Officer Andrew Widman Act"; provides that at first appearance of probationer or offender on community control arrested for new offense for which court finds existence of probable cause, court may order pretrial detention or pretrial release of person with or without bail to await further hearing to determine outcome of violation hearing, etc.
