University of South Florida St. Petersburg [SPSC]; Authorizes the Board of Trustees of the Univ. of South Florida to increase the aggregate sum of activity and service, health, and athletic fees to exceed the 5 percent cap on annual increases for the purpose of increasing the activity and service fee at the Univ. of South Florida St. Petersburg. Requires the revenue from the increase in the activity and service fee be used to construct and operate a multipurpose campus center, etc.
