State Lotteries; Provides for special instant scratch-off lottery game titled Ticket for the Cure; authorizes Department of the Lottery to adopt rules; provides for revenues to be equitably apportioned to certain state universities to be used to fund breast cancer research & services for certain breast cancer victims.
