Cemeteries; Exempts from provisions governing cemeteries columbarium of specified size located on property of specified motorsports entertainment complex; requires that owner & subsequent owners of such complex ensure that columbarium is constructed & perpetually kept & maintained in certain manner, subject to certain provisions.
