Elderly Inmates; Creates Elderly Rehabilitated Inmate Supervision Program authorizing Parole Commission to approve early release of certain elderly inmates; authorizes public to be present at meetings held to determine inmate's eligibility; authorizes victim statement; requires notice to victim or victim's family; provides eligibility requirements; requires interview within specified time; requires examiner to explain & review certain criteria; provides conditions under which inmate may not be released; requires terms & conditions of release, etc.
