Decennial Census; Requires Legislature to adjust federal decennial census figures to include prisoners in geographic areas where they last resided before incarceration rather than facility where they were residing at time of federal census; requires DOC to provide report to Legislature listing certain information relating to prisoners in state correctional institutions & federal facilities.
