Tax Refund Program/Target Industry Businesses; Defines and revises terms. Revises eligibility of qualified target industry businesses for tax refunds. Authorizes tax refunds for certain businesses that make capital investments in a project. Revises application requirements and qualifications for review of applications by the Office of Tourism, Trade, and Economic Development, etc.
