Stimulating Small Business Growth; Authorizes a tax credit of a specified amount for application against the corporate income tax for certain corporations engaging in contractual business relationships with certain small businesses. Specifies eligibility requirements. Provides limitations on the use of the tax credit. Authorizes the Office of Tourism, Trade, and Economic Development and the Department of Revenue to adopt rules.
