Lealman Special Fire Control District/Pinellas Co.; Reduces the maximum ad valorem millage rate that may be levied by the district. Provides requirements for the annexation of the unincorporated territory of the district by a municipality. Requires the approval of an annexation by a referendum of the electors within the district. Provides for future expiration of the requirements for annexation, etc.
