Public Records/Technology Seed Capital Fund; Creates an exemption from public records requirements for information relating to investments by the Institute for the Commercialization of Public Research through the Technology Seed Capital Fund. Creates an exemption from public meetings requirements for those portions of meetings of the board of directors of the Technology Seed Capital Fund, the board of directors of the Institute for the Commercialization of Public Research, and the institute's fund management committee at which information is discussed which is confidential, etc.
