Regulation of Electronic Communications; Repeals provisions relating to regulation of telegraph companies; removes provisions relating to transmission & delivery of messages & liability & recovery of damages; removes procedures for petition to PSC to stay implementation of price changes due to local exchange telecommunications company electing to have its basic local telecommunications services treated same as its nonbasic services.
