Juvenile Justice; Repeals provisions relating to grand theft of motor vehicle, serious or habitual juvenile offender program, Juvenile Justice Standards & Training Commission, intensive residential treatment program for certain offenders, & law enforcement powers of certain persons in Office of Inspector General; includes children 9 or younger within those eligible to receive specified services; prohibits placement into shelter before hearing unless taken into custody for misdemeanor domestic violence charge & ineligible for secure detention, etc.
