Provides for the waiver of specified tuition and fees. Provides for the waiver of fees and premiums for enrollment in the state health insurance plan. Provides conditions for payment. Provides legislative intent. Prohibits the payment of certain fees and costs, etc. CLAIM WITH APPROPRIATION: $1,700,000
