Department of Highway Safety and Motor Vehicles; Reorganizes department into two divisions; eliminates Division of Driver Licenses & Division of Motor Vehicles; establishes Division of Motorist Services; revises provisions for department to authorize tax collectors to act as agents for provision of driver's license services; provides for certain tax collectors to assume all driver's license issuance services; provides for tax collector to provide driver's license services for another county under interlocal agreement.
