Criminal Prosecution of Juveniles; Prohibits filing of an information on child otherwise eligible if it is child's first offense unless there are compelling reasons; requires such reasons to be stated in writing; provides criteria for determining when case against juvenile should be recommended to court to be transferred for prosecution in adult court; provides criteria for consideration of child's request to adult court to return criminal case to juvenile justice system.
