Student Assessment in the Public Schools; Provides that FCAT shall be discontinued & shall not be administered to public school students; requires High School Competency Test (HSCT) to replace grade 10 FCAT; requires student to earn passing scores on HSCT to qualify for standard high school diploma; requires State Board of Education to designate passing scores; provides for implementation beginning with 2013-2014 school year.
