Special Assessment for Law Enforcement Services; Authorizes municipality to impose special assessment to fund costs of providing law enforcement services; makes imposition of assessment contingent upon adoption of ordinance approved by governing body of municipality & reduction in municipality's ad valorem millage; limits maximum millage reduction required; specifies rolled-back rate for calculation of future increase in ad valorem millage; provides for construction of act as general law authorizing taxation by municipality.
