Termination of Parental Rights; Provides that only in cases involving immediate threat to health or safety of child may person take child alleged to be dependant into custody; provides additional exceptions; requires formation of citizen review panels & deletes requirement that citizen review panel be authorized through administrative order by chief judge of circuit; authorizes citizen review panels to make recommendations in adjudicatory hearings & trials under specified provision, etc.
