Juvenile Civil Citations; Requires creation of juvenile civil citation program to divert juveniles from secure placement with DJJ; requires program be created at local level by local law enforcement agency with concurrence of others; restricts eligibility to juveniles with no more than two misdemeanors; requires law enforcement officer to issue report if juvenile has not complied with program requirements; requires probation officer to process original delinquent act as referral to DJJ, etc.
