Duties of the Chief Financial Officer; Proposes amendment to s. 4, Art. IV of State Constitution to require Chief Financial Officer to establish & maintain uniform accounting of funds for legislative & judicial branches & all governmental entities & supervise such accounting, & to authorize enforcement of financial & budgetary restrictions provided by law which ensure compliance with accounting procedures & financial requirements.
