Exemption from Legislative Lobbying Requirements; Redefining the term “expenditure”; specifying that the term does not include the use of a public facility or public property that is made available by one governmental entity to another governmental entity for a public purpose, to exempt such government-to-government use from legislative lobbying requirements, etc.
