Pari-mutuel Permitholders; Provides definitions for various types of horseracing; provides for conversion of quarter horse permit to thoroughbred permit; revises provisions for operation of thoroughbred & harness race tracks, issuance of intertrack wagering license to person licensed to conduct public thoroughbred horse sales, & renewal of cardroom license; provides for advance deposit wagering on thoroughbred races; requires payment of certain percentage of off-site wagers to Florida Thoroughbred Breeders' & Owners' Association to be used for certain purposes.
