Provision of Psychotropic Medication to Children in Out-of-home Placements; Requires that children placed in out-of-home care receive comprehensive behavioral health assessment; specifies eligibility; prescribing duties for DCFS; requires that guardian ad litem be appointed by court to represent child in custody of department who is prescribed psychotropic medication; requires that court authorize administration of psychotropic medication to child who is in shelter care or in foster care & for whom informed consent from parents or legal guardian has not been obtained; specifies circumstances under which department may provide psychotropic medication to child before court authorization is obtained; requires that department inform court of child's medical & behavioral status at each judicial hearing.
