Broward County; Creates Northwest Broward Independent Fire District; provides boundaries & jurisdiction; provides for composition, rules, & regulations of Northwest Broward Fire Board; provides for financial powers & procedures of district; provides for power to issue bonds & related instruments & impose impact fees, special assessments, user fees, & ad valorem taxes; provides eminent domain authority; provides for transition, including effect on existing contracts, obligations, rules, regulations, & policies; provides for public records & meetings & financial disclosure; precludes amendment except by special act; provides severability; provides for future termination of district under certain circumstances; provides ballot statement; requires referendum.

Effective Date: approval by a majority vote of those qualified electors of the Cities of Coconut Creek, Coral Springs, Margate, and Parkland voting in a referendum to be called by the Supervisor of Elections of Broward County on November 6, 2012, except that this section and section 14 shall take effect upon becoming a law
