Public Service Commission; Revising the standards of conduct for commissioners of the Public Service Commission; requiring that commissioners observe and abide by the Code of Judicial Conduct while conducting docketed proceedings; providing for statutory preemption; prohibiting a commissioner or the commissioner's direct reporting staff from initiating, engaging in, or considering prohibited communications in any proceeding other than an undocketed workshop or an internal affairs meeting; requiring that any communication be posted on the commission's website within a specified time after the communication is made or received, etc.
