Pretrial Intervention Programs; Revising criteria for eligibility for admission to a pretrial release program; requiring that a pretrial intervention program give admission preference to a defendant charged with a misdemeanor over a defendant charged with a felony; specifying requirements for a finding of indigence and amenability to treatment; requiring that certain defendants provide liens to secure costs of supervision, etc.
