Rules Establishing Numeric Nutrient Criteria; Exempting specified rules from legislative ratification under s. 120.541(3), F.S.; requiring the Department of Environmental Protection to publish certain notice; requiring legislative ratification of certain subsequent rules or amendments; directing the department to submit specified rules to the United States Environmental Protection Agency for review under the federal Clean Water Act, etc.
