Seminole County Expressway Authority; Creates Seminole County Expressway Authority; prohibits other entities from exercising jurisdiction, control, or power over expressway systems in Seminole County without consent of authority; provides for membership, staffing, & powers & duties; provides requirements & procedures for public hearings, issuance of bonds, lease-purchase agreements between DOT & authority, acquisition of land & properties, & cooperation of other entities; prohibits state from changing terms of bonds; exempts authority from certain taxes.
