Thoroughbred Horse Breeders' Cup Meets; Provides for creation of special thoroughbred race meet designated as "Breeders' Cup Permanent Meet" which shall be conducted annually at facility of Florida horseracing permitholder; authorizes permitholder to receive license to operate slot machines under certain conditions.
