Financial Institutions; Requires financial institution chartered in this state & that maintains certain accounts with foreign financial institution to establish due diligence policies, procedures, & controls reasonably designed to detect whether foreign financial institution engages in certain activities facilitating development of weapons of mass destruction by Government of Iran, provides support for certain foreign terrorist organizations, or participates in other related activities; requires FSC to adopt rules; requires OFR to make annual report available to public on website; authorizes OFR to impose administrative fine against financial institution that fails to make annual certification required by act.
