Ad Valorem Taxation; Revising the factors that a property appraiser must use in deriving the just valuation of property for the purposes of ad valorem taxation; requiring the Department of Revenue to adopt policies and procedures by rule to be used by property appraisers in proceedings before a value adjustment board, etc.
