Environmental Regulation; Prohibiting a county from requiring an applicant to obtain a permit or approval from any state or federal agency as a condition of processing a development permit under certain conditions; providing for the reduction or waiver of permit processing fees relating to projects that serve a public purpose for certain entities created by special act, local ordinance, or interlocal agreement; exempting certain underground injection control wells from permitting requirements under part III of ch. 373, F.S., relating to regulation of wells; providing for waste-to-energy facilities to maximize acceptance and processing of nonhazardous solid and liquid waste, etc.
