Thermal Efficiency Standards; Requires DEP & water management districts to grant general permits for construction, alteration, & maintenance of certain surface water management systems; authorizes construction of certain surface water management systems to proceed without further action by department or water management district; provides standards for thermal-efficient roofs & requirements for minimum solar reflectance; defines thermal-efficient hardscapes & provides default reflectance values for certain paving materials.
