Controlled Substances; Provides that management of pain in certain patients requires consultation with or referral to psychiatrist, rather than physiatrist; requires that pain-management clinic register with DOH unless clinic is wholly owned & operated by certain health care professionals, including board-certified psychiatrist or rheumatologist; authorizes pharmacist to fill prescription for drugs or medicinal supplies which is transmitted or written by physician, dentist, veterinarian, or other practitioner licensed to practice in another state under certain circumstances; requires pharmacist to obtain proof to reasonable certainty of validity of the prescription under certain circumstances; prohibits issuance of prescription order for controlled substance on same prescription blank with another prescription order for controlled substance in different schedule or on same prescription blank as prescription order for medicinal drug; provides that prescription obtained in violation of law, or obtained through misrepresentation, fraud, forgery, deception, or subterfuge, is not valid; requires that prescriber access information in prescription drug monitoring database before prescribing certain controlled substances; revises prohibited acts regarding distribution of controlled substances.
