Reemployment Assistance Appeals Commission; Transfers & reassigning functions & responsibilities of Reemployment Assistance Appeals Commission to DEO; requires that Governor submit information & obtain waivers as required by federal law; authorizes Governor to transfer funds & positions between agencies upon approval from Legislative Budget Commission; deletes provisions relating to reemployment assistance appeals commission & providing for establishment of regional appeals offices; provides DEO with certain responsibilities relating to appeals offices; provides for appointment of appeals referees & alternates; provides duties & powers of regional workforce boards; provides for review panels; provides for establishment of central appeal office for certain purposes; provides filing requirements for notice of appeal; provides duties of review panel & department; revises criteria for determining an applicant's availability for work; provides application; provides for transfer of funds from Audit & Warrant Clearing Trust Fund to Unemployment Compensation Trust Fund under certain conditions; provides that department shall have ultimate authority over administration of reemployment assistance program.
