Service Animals; Creates "Dawson and David Caras Act"; provides rights for individual accompanied by service animal; provides that documentation that service animal is trained is not precondition for providing certain services to individual accompanied by service animal; provides restrictions for public accommodation imposing deposit or surcharge; provides for liability of individual accompanied by or trainer of service animal; provides responsibility for supervision of service animal; provides conditions for exclusion or removal of service animal from public accommodation; provides penalty for denying or interfering with right to public accommodation; provides for rights to housing accommodations for owner of service animal; provides limitations; provides rights of housing to owner or trainer of service animal; provides rights to trainer of service animals; provides penalty for misrepresentation as trainer.
