Substance Abuse Services; Defines "sober house transitional living home" as it relates to Hal S. Marchman Alcohol & Other Drug Services Act; requires applicants seeking licensure to adhere to certain zoning & occupancy standards & provide written notice before receiving licensure as provider; requires a sober house transitional living home in existence on certain date to apply for licensure & give notice to local government by specified date; provides for conflict resolution by informal mediation; provides that local government is not precluded from adopting ordinances that govern facilities that offer substance abuse services.
