Water and Wastewater Utility Systems; Requiring that the Division of Bond Finance of the State Board of Administration review the allocation of private activity bonds to determine the availability of additional allocation or reallocation of bonds for water and wastewater infrastructure projects; extending tax exemptions to certain investor-owned water and wastewater utilities; establishing criteria for the commission to consider in determining the quality of water and wastewater services provided by a utility; providing reasons to automatically increase or decrease approved rates of a utility, etc.
