Mental Health; Providing that the confidentiality of communications between certain health care providers and patients is waived under certain circumstances; requiring certain health care providers to report certain information to the Department of Law Enforcement; prohibiting the Department of Agriculture and Consumer Services from issuing a concealed weapons license to a person incapable of exercising proper judgment with respect to a firearm, etc.
